Stephanie Desjardins is a partner at Tereposky & DeRose. She represents clients in anti-dumping and countervailing duty proceedings before the Canada Border Services Agency (CBSA) and the Canadian international Trade Tribunal (CITT), as well as judicial reviews before the Federal Court of Appeal. Her practice includes advising private clients in government procurement and contracting, economic sanctions, import and export controls, and customs matters. She also represents governments in disputes before the World Trade Organization. Stephanie regularly advises on compliance matters, including the Controlled Goods Program and the Contract Security Program (formerly the Industrial Security Program) with the Government of Canada. She also advises and consults on the interpretation and application of trade and investment treaties.

Prior to joining Tereposky & DeRose, Stephanie worked in the legal department at the Canadian International Trade Tribunal and clerked for the Honourable Justice Marianne Rivoalen at the Federal Court of Appeal. She is currently a member of the Canadian International Trade Tribunal Advisory Committee and the Treasurer of the Réseau francophone de droit international.

Public Procurement & Government Contracting

  • Counsel and advisor to domestic and foreign suppliers on the full range of issues that arise in Canadian procurement processes including the formulation of procurement strategies, analysis of solicitation documents, preparation of teaming agreements and subcontracting agreements, assessments of contractual terms and conditions and the development of procurement proposals, as well as the applicability and impact of the Defence Production Act.
  • Counsel and advisor to domestic and foreign businesses on compliance with the Government of Canada’s Controlled Goods Program and the Contract Security Program (formerly Industrial Security Program) requirements.

  • Counsel and advisor to foreign and domestic businesses on applications for permit authorizations to Global Affairs Canada under the Special Economic Measures Act.
  • Counsel and advisor to clients in applications for delisting, including under the Special Economic Measures (Russia) Regulations and the Special Economic Measures (Belarus) Regulations.

Customs

  • Counsel in customs compliance matters, including compliance with rules of origin, importer self-corrections or voluntary disclosures, advance rulings on tariff classification and customs rulings on valuation, origin, and other issues.
  • Counsel and advisor to clients in requests for the remission of custom duties, including in the context of trade agreement implementation and following the removal of MFN tariff treatment for goods imported from Russia and Belarus.
  • Counsel in appeals before the Canadian International Trade Tribunal, including:
